ZESA faces suit over public lighting

The Masvingo city council has resolved to take legal actions against the Zimbabwe Electricity Transmission and Distribution Company (ZETDC) on breach of the 1969 agreement on the public lighting.

The town Clerk, Adolf Gusha told a recent meeting of the public works and planning committee that provision of public lighting was the responsibility of ZETDC in line with the 1969 agreement.

Gusha was responding to queries on why most of the tower lights in the city were not functioning.

Gusha said prior to 1969, Fort Victoria municipality had an electrical undertaking section which had a budget for public lighting, He said installing new tower lights infrastructure was the responsibility of the council but maintaining old tower lights was the responsibility of ZESA in terms of the 1969 agreement, which ZESA had since violated.

The Public Works and Planning committee agreed that council should find ways of maintaining strategic public lighting infrastructure for the benefit of the residence, whilst legal action would be taken against ZESA regarding breach of the agreement.

The city engineer Tawanda Gozo was instructed to prepare a budget for public lighting with a view to maintaining strategic Tower lights in the city and submit to the committee for consideration.

The debate followed the report by Gozo on the request by Netone to install mobile communication equipment on production and Chesvingo Tower lights on lease basis.

The committee raised concern that the lease rentals should include licence fees for easy of collection and the request was granted subject to the applicant maintaining the Tower lights.
